This survey also reflects on how increased public spending should be financed – support for different ways of taxation – as well which social policy areas deserve more spending. Lastly, this survey considers the experience of Europeans during the Covid-19 pandemic. Three in ten experienced some form of socio-economic hardship, 49% is satisfied by measures taken by their national government, and 46% by EU institutions. 19% received at least one type of financial support because of the pandemic.

Only 38% of Europeans consider themselves well informed about migration and integration. More than half of respondents (56%) receive information on these topics through traditional media (TV, radio, newspapers), while the second largest information source (15%) is social media and networks. At the same time, a strong majority of Europeans (70%) view integration as a two-way process, in which both host societies and immigrants play an important role. Half of Europeans agree that integration of migrants is successful in their city or local area, while slightly less (42%) think the same about integration in their country. Just over half of Europeans (53%) agree that their national government is doing enough to promote the integration of migrants into society. A clear majority (69%) of respondents agree that it is necessary for their country to invest in integrating migrants. Moreover, three out of four Europeans (75%) believe that the integration needs of migrants should be taken into account when designing measures to fight the effects of the COVID-19 pandemic.

In particular, more than eight in ten EU citizens (82%) agree that the EU should continue to take actions to reduce its dependency on Russian fossil fuels. An overwhelming majority of respondents (83%) think that Russia’s war against Ukraine makes it more urgent to invest in renewable energy. 87% of them believe that it is crucial to protect critical infrastructure such as pipelines and internet cables, while 83% also agree that the price of electricity should not depend on the price of gas.
The survey also shows that measures taken by the EU as a response to Russia’s war of aggression against Ukraine continue to get a robust support among citizens.

It is based on the following dimensions:
- Policy: focusing on countries’ open data policies and strategies;
- Impact: looking into the activities to monitor and measure open data reuse and its impact;
- Portal: assessing portal functions and features that enable users to access open data via the national portal and support interaction within the open data community;
- Quality: focusing on mechanisms that ensure the quality of the (meta)data..
This assessment helps the countries to better understand their level of maturity, to capture their progress over time and to find areas for improvement. Additionally, the study provides an overview of best practices implemented across Europe that could be transferred to other national and local contexts.
The 35 participant countries in the 2022 edition are the 27 EU Member States, 3 European Trade Association (EFTA) countries (Norway, Switzerland, Iceland), 4 candidate countries (Albania, Montenegro, Serbia, Ukraine) and Bosnia and Herzegovina.
The scores of the ODM assessment for each participating country and the questionnaire used in the survey are provided as a re-usable dataset. Of those who envisage working abroad, a majority (60%) are planning to do so within the next five years. Nearly half (48%) of Europeans think working abroad will help them do their job better, and nearly four in ten (39%) would look abroad for improved job opportunities. A majority (58%) are interested in permanent employment, a three-percentage point increase since 2009. Furthermore, there is increasing interest in temporary assignments (22%, +5), and seasonal work (16%, +2). For a large majority of Europeans, the COVID-19 pandemic did not change their plans with regard to working abroad or not. Due to the restrictions related to the COVID-19 pandemic, respondents indicated that they have become more aware that free movement is a great opportunity (22%), and that labour mobility is important for the functioning of the economy (19%).
