<br>To provide a detailed picture on the state of Digital Public Administration development in Europe, the Digital Public Administration factsheets are updated through a comprehensive research process which involves the following phases: 1) A qualitative review of the information already available in the factsheets, an update of the key document information (e.g. individuals responsible) and thorough desk research on the latest developments in digital public administration; 2) The Word file of the factsheets is then directly distributed to the different national contact points (NCPs) for their contribution; 3) A content and consistency check is performed after receiving contribution from the NCPs; 4) A final quality assurance check for the style and language of the document is performed by a professional editor; 5) A final validation process involving the national representative is conducted. </br>
<br>This year's factsheets are shorter, less repetitive and more user-friendly compared to previous editions. Through the new look and feel they are also revamped and more visual. It is based on the following dimensions:
- Policy: focusing on countries’ open data policies and strategies;
- Impact: looking into the activities to monitor and measure open data reuse and its impact;
- Portal: assessing portal functions and features that enable users to access open data via the national portal and support interaction within the open data community;
- Quality: focusing on mechanisms that ensure the quality of the (meta)data..
This assessment helps the countries to better understand their level of maturity, to capture their progress over time and to find areas for improvement. Additionally, the study provides an overview of best practices implemented across Europe that could be transferred to other national and local contexts.
The 35 participant countries in the 2022 edition are the 27 EU Member States, 3 European Trade Association (EFTA) countries (Norway, Switzerland, Iceland), 4 candidate countries (Albania, Montenegro, Serbia, Ukraine) and Bosnia and Herzegovina.
The scores of the ODM assessment for each participating country and the questionnaire used in the survey are provided as a re-usable dataset.
