Tracking EU Member States´ plans to recover from the COVID-19 pandemic

Discover and explore the European Commission´s Recovery and Resilience scoreboard

 

The European Commission’s Recovery and Resilience Scoreboard is a public online platform that shows the progress made in the implementation of the Recovery and Resilience Facility (RRF) as a whole, and of the individual national recovery and resilience plans. The RRF was launched in February 2021 and with its €723.8 billion represents the cornerstone of the NextGenerationEU – the main EU recovery instrument to help repair the immediate economic and social damage of the pandemic. More specifically, the RRF provides EU Member States with loans and grants to implement reforms and investments which will make European economies and societies more sustainable, resilient, and better prepared for the twin transition. In fact, one of the criteria that EU countries had to meet to receive the grants and/or loans was to allocate at least 37% of the spending in their recovery and resilience plans to the green transformation and at least 20% to digital measures.

The Scoreboard acts as a tool to clearly display information on the RRF’s implementation across the EU and serves as a basis to prepare the Commission’s annual reports on the matter. The Scoreboard website also contains dedicated sections on the completion of milestones and targets and on payment requests and disbursements. In particular, the following data is provided:

  • Data collected by the European Commission while monitoring the implementation of the RRF and the individual national recovery and resilience plans.
  • Data collected by EU Member States on 14 common reporting indicators, which were defined in the RRF Delegated Act of 2 December 2021.

These two types of data include the amount of funding for the different policy areas, and a breakdown of green, digital, and social expenditure under the RRF. Furthermore, the Scoreboard shows qualitative data through a thematic analysis of the implementation of the RRF in specific policy areas.
