A modern framework for Europe’s connectivity: Introducing the
Digital Networks Act
The Digital Networks Act (DNA)

is the European Commission's newly proposed regulation to modernise
and simplify the EU’s connectivity rules. Adopted in January of
2026, the DNA aims to strengthen Europe’s digital infrastructure by
replacing and merging several existing laws, including the Electronic
Communications Code
[https://eur-lex.europa.eu/EN/legal-content/summary/european-electronic-communications-code.html]
and key parts of the Open Internet Regulation
[https://eur-lex.europa.eu/eli/reg/2015/2120/oj/eng]. By doing so, it
seeks to create a future-proof legal environment that supports
innovation, investment, and the rollout of advanced fibre, 5G, and
future 6G networks. 

The proposal aims to respond to findings in the Digital Networks Act
that Europe’s connectivity market remains fragmented, with operators
facing barriers to operating across borders and scaling up. The DNA
introduces a new set of rules, including a ‘Single Passport’
authorisation, allowing providers to notify authorities in just one
Member State to operate EU-wide. It also allows for an EU-level
satellite spectrum authorisation to be created, which supports
next-generation services. Together, these measures aim to reduce
administrative burden and enhance investment in Europe’s digital
networks. 

For open data and the broader digital ecosystem, the DNA supports
Europe’s shift toward high-capacity, resilient connectivity. This is
critical for technologies such as AI, cloud, and quantum computing, as
well as cross-border digital public services. It also strengthens
resilience by addressing dependencies in critical infrastructure,
improving crisis preparedness, and promoting EU-level cooperation.
This will help ensure that citizens, businesses, and public
administrations can rely on secure, high-quality connectivity.
