Understanding data demand is gaining importance as data providers take
more and more into account what data the end user wants and needs. Up
until recently, most attention went to data demand in the private
sector, but there is much to gain from measuring data demand in the
public sector. Public institutions can re-use data to support
policymaking, service delivery, organisational management and public
innovation. 

What are some of the best practices in Europe of measuring public
institutions’ data demand? How do you strengthen the engagement with
the community? How do you benefit from the insights gained from
measuring data demand?
