Health Technology Assessment: The regulation that provides access to
healthcare data
The Regulation on Health Technology Assessment (HTA)
implemented by the European Union and applicable since 12 January
2025, aims to ensure a fair, transparent, and evidence-based
evaluation of medical technologies. By establishing a framework for
joint clinical assessments among EU Member States, the HTA enhances
decision-making processes, reduces duplication of efforts, and
promotes equitable access to innovative healthcare solutions across
Europe.

Part of the HTA’s success is the connection to open data. Open data
ensures that the evidence base for clinical assessments is accessible,
reliable, and transparent, as anybody can access it and conduct an
independent test. Open data is often easily reusable, facilitating
cross-border collaboration as Member States can share standardised
data, methodologies, and outcomes with each other. It also fosters
trust and accountability by providing stakeholders (e.g., healthcare
providers, policymakers, and patients) with clear and comparable
information about the effectiveness of health technologies.

Data.europa.eu [https://data.europa.eu/] is a key player in this
open-data ecosystem, hosting a large collection of datasets from
various sectors, including over 25 000 datasets in the health
category
[https://data.europa.eu/data/datasets?locale=en&categories=HEAL&page=1].
This means the portal serves as a valuable resource for HTA processes,
where researchers and policymakers can access high-quality, structured
data to support clinical assessments and analyse trends in healthcare
innovation. Our interoperability and commitment to data quality align
seamlessly with the HTA Regulation’s objectives, ensuring that
health technology evaluations are supported by evidence.

By leveraging open data and the tools provided by platforms like
data.europa.eu, the HTA Regulation strengthens the EU’s capacity to
deliver efficient, patient-centred healthcare. This synergy
demonstrates how open data can support the healthcare system, so make
