Advancing a global digital future: The new EU’s International
Digital Strategy
On 5 June 2025, the European Commission and the High Representative
launched the EU’s International Digital Strategy
[https://ec.europa.eu/commission/presscorner/detail/en/ip_25_1370], a
new joint vision for digital cooperation in a fast-evolving global
landscape. The EU is stepping up to act as a reliable and value-driven
global digital partner, promoting a secure, open, and human-centric
digital future. 

The strategy sets out three key objectives: First, expanding
international partnerships through deeper Digital Partnerships and
Dialogues, and a global Digital Partnership Network. Second, to launch
a EU Tech Business Offer, where public and private investments are
combined to support digital transitions abroad—including AI
Factories, secure connectivity, and cybersecurity. Third,
strengthening global digital governance, aligned with EU values like
democracy, human rights, and data protection. In addition, priority
areas for cooperation include secure and trusted infrastructure,
emerging technologies (such as AI and 5G/6G), digital identities, and
platform regulation. These priorities are supported by collaboration
with countries worldwide and partner nations, particularly under the
Global Gateway

framework. 

Open data and interoperability provide great value to this global
digital vision. The strategy highlights the need for transparent,
trustworthy, and accessible data ecosystems, which are essential for
inclusive digital governance and innovation. Platforms like

making datasets available across borders, supporting evidence-based
policymaking, and encouraging reuse for public good. By aligning open
data standards and promoting interoperability, the EU helps create a
