Digital Building Blocks for Europe: enabling interoperable public
services
Europe’s digital transformation depends on public services that can
work seamlessly across borders. To support this ambition, the European
Commission [https://commission.europa.eu/index_en] has developed the
Digital Building Blocks for Europe
[https://ec.europa.eu/digital-building-blocks/sites/spaces/DIGITAL/pages/447686734/Digital+Building+Blocks+for+Europe]:
a set of reusable digital solutions that help public administrations
and businesses deliver interoperable and secure digital services
throughout the European Union. 

Digital Building Blocks are open and reusable digital solutions that
address common challenges in public service delivery. Rather than
building new systems from scratch, organisations can reuse existing
components that already follow European standards. These building
blocks can take different forms, including software tools, technical
standards, frameworks or cloud-based services. Examples include
solutions for electronic identification, which allow users to prove
who they are online, secure data exchange systems that enable
information to be shared safely, electronic signatures for signing
documents digitally, and electronic invoicing to streamline financial
processes. All building blocks are endorsed by the European Commission
and designed to align with European legislation, helping organisations
save time, reduce costs and focus on delivering better digital
services for users. 

The Digital Building Blocks also play an important role in supporting
open data and data sharing across borders. Interoperable digital
systems make it easier for public administrations to exchange
information securely, reuse public sector data and connect datasets
from different countries. This improves transparency and enables
innovation by allowing data to be combined and reused in new ways. At
the same time, these solutions ensure that data flows remain
trustworthy, secure and compliant with EU data protection and security
requirements, which is essential for building public trust.
