Common European data spaces: Developing Europe’s single market for
data
Data is becoming a key resource for innovation, public services, and
economic growth. To unlock its full potential, the European Commission
launched the concept of Common European Data Spaces

part of the European Strategy for Data

These data spaces are designed to make data more accessible and
reusable across borders and sectors while ensuring that users retain
control over their data and that European rules on privacy, security,
and competition are respected.  

The initiative focuses on strategic sectors including health, energy,
mobility, agriculture, manufacturing, finance, public administration,
skills, and scientific research. Since the strategy was introduced in
2020, additional domains such as tourism, media, cultural heritage,
and language technologies have also emerged. By creating trusted
environments for data sharing, the European Union aims to stimulate
innovation, enable new digital services, and strengthen Europe’s
competitiveness in the global data economy. 

Significant progress has been made in recent years. According to the

key elements of the enabling framework are now in place, including the
Data Governance Act [http://data.europa.eu/eli/reg/2022/868/oj], the

implementing regulation on high-value datasets
[http://data.europa.eu/eli/reg_impl/2023/138/oj]. The Commission has
also supported the development of sector-specific initiatives, the
Data Spaces Support Centre (DSSC), interoperability standards, and
technical building blocks such as Simpl
[https://simpl-programme.ec.europa.eu/dashboard/home]. Together, these
efforts are helping transform the data space concept into operational
ecosystems across Europe. 

While many data spaces are still evolving, the focus is increasingly
shifting from design and pilot projects to large-scale deployment and
long-term sustainability. The DSSC recently entered a new phase aimed
at helping data space initiatives become financially viable and
interoperable, while continuing to support collaboration between
stakeholders across Europe. As development continues, Common European
Data Spaces are expected to become a cornerstone of Europe’s single
market for data, enabling secure and trusted data sharing for
businesses, public administrations, researchers, and citizens alike.
