1.   Vacant post

The President of the European Parliament has decided to open the procedure for filling the post of director (AD, grade 14) in the Directorate-General for Infrastructure and Logistics — Directorate for Sustainable Buildings and Facilities in Brussels in accordance with Article 29(2) of the Staff Regulations of Officials of the European Union (1) (‘the Staff Regulations’).

This selection procedure, which is designed to give the appointing authority a wider choice of candidates, will be conducted at the same time as internal and interinstitutional recruitment procedures.

Recruitment will be to grade AD 14 (2). The basic salary is EUR 16 735,00 per month. In addition to the basic salary, which is subject to Union tax and exempt from national tax, certain allowances may be payable in circumstances laid down by the Staff Regulations.

Candidates should note that this post is subject to the mobility policy rules adopted by Parliament’s Bureau on 15 January 2018.

The post calls for flexibility and frequent contact with people inside and outside Parliament, including Members of the European Parliament. The director will be required to travel frequently between Parliament’s places of work and elsewhere.

2.   Place of employment

Brussels. This post may be transferred to one of Parliament’s other places of work.

4.   Job description

As a senior official, the director will be required to carry out the following duties in the light of the guidelines and decisions laid down by the parliamentary authority and the director-general (3):

ensuring that a large department in Parliament’s Secretariat, comprising several units covering the directorate’s areas of activity, runs smoothly and in keeping with Parliament’s policies,

managing, leading, motivating and coordinating teams of staff; optimising the use of the directorate’s resources to provide a high-quality service (organisation, management of human and budget resources, innovation, etc.) in its areas of activity,

planning the directorate’s work (deciding on objectives and strategies); taking the decisions required to achieve the objectives set; assessing the performance of the departments within the directorate with a view to ensuring that high standards are maintained,

advising the director-general, the Secretary-General and Members in the directorate’s areas of activity,

cooperating with the other directorates in the Secretariat, representing Parliament and negotiating contracts and agreements in the directorate’s areas of activity;

managing and seeing through specific projects likely to involve financial responsibilities,

acting as authorising officer by subdelegation.

5.   Eligibility

The selection procedure is open to candidates who fulfil the following conditions on the closing date for applications:

a)

General conditions

Under Article 28 of the Staff Regulations, candidates must:

be a national of one of the European Union’s Member States (4);

enjoy full rights as a citizen;

have fulfilled any obligations imposed on them by the laws on military service;

be able to produce the appropriate character references as to their suitability for the performance of the duties concerned.

b)

Specific conditions

i)

Qualifications

when the normal period of university education is four years or more, a level of education which corresponds to completed university studies attested by a diploma officially recognised in one of the Member States of the Union,

or

a level of education which corresponds to completed university studies attested by a diploma officially recognised in one of the Member States of the Union and appropriate professional experience of at least one year (5) when the normal period of university education is at least three years.

Diplomas, whether issued in a Member State of the Union or in another country, must be recognised by an official body of a Member State of the Union, such as the ministry of education.

Candidates holding diplomas issued in a non-EU country (6) must enclose with their application an EU equivalence for their diplomas. For further information on recognition of qualifications obtained in a non-EU country in the ENIC-NARIC networks, see https://www.enic-naric.net/.

ii)

Professional experience required

Professional experience gained after obtaining the qualifications referred to above:

12 years, at least part of which must be in the directorate’s areas of activity, including:

at least six years in a European and/or international environment, and

at least six years in management positions in a large department.

iii)

Knowledge of languages

Excellent knowledge of one of the European Union’s official languages (7) is required, along with satisfactory knowledge of at least one other official language of the European Union.

The Advisory Committee for the Appointment of Senior Officials will take knowledge of other official languages of the European Union into account.

6.   Tests

To assist the appointing authority in its choice, the Advisory Committee for the Appointment of Senior Officials will draw up a list of candidates and make a recommendation to Parliament’s Bureau as to who should be called for interview. The Bureau will adopt the list, and the committee will conduct the interviews and submit its final report to the Bureau for a decision. At this stage, the Bureau may interview the candidates.

The interviews will be based on the job description as set out in point 4 above, focusing on the following:

strategic thinking;

management skills;

forward-planning skills;

ability to react appropriately to events;

thoroughness;

communication skills.

Scanned documents must be legible.

Candidates called for interview must produce by the interview date copies or photocopies of supporting documents relating to their studies, professional experience and current responsibilities  (9) . These documents will not be returned.

Personal data which candidates provide for the purposes of this selection procedure will be processed in accordance with Regulation (EU) 2018/1725 of the European Parliament and of the Council (10), in particular as regards their confidentiality and security.

ANNEX

Directorate-General for Infrastructure and Logistics – Directorate for Sustainable Buildings and Facilities in Brussels

Main tasks

(Entity comprising 105 staff)

30.1.2024

Ensure the integrated facility management of Parliament’s premises and maintenance and upkeep activities in Brussels. Implement the Integrated Facility Management Strategy, adopted by the Bureau at its meeting of 8 March 2021;

Help clients of all kinds, in the area of facilities management, to achieve their specific objectives in a spirit of good cooperation; promote intra-DG, inter-DG and interinstitutional cooperation in all fields relating to buildings and facility management;

Continue implementing the policy of adapting buildings to make them accessible to all, following the requirements of Parliament’s environmental policy. Implement measures to further reduce Parliament’s energy consumption and make Parliament carbon-neutral;

Manage the buildings portfolio in Brussels to ensure Parliament’s proper functioning and ensure the professional integration of any new buildings into the portfolio;

Ensure that all staff of the Directorate continuously follow training paths both in terms of general skills development and in their particular area of expertise;

Ensure that the budget of the Directorate is properly and correctly implemented by all units in order to achieve efficient use of financial resources in accordance with all the rules in force for the various types of procedures and contracts;

Guarantee the continuity of the institution’s activities by modernising the buildings portfolio, upgrading the technical and safety installations and renovating Parliament’s premises in Brussels to reduce their environmental impact;

Execute the works and technical adaptations needed to comply with environmental permits and audits, as well as energy and water saving measures, in close cooperation with the Masterplan and Energy Saving Task Force;

Ensure follow-up of the buildings ageing assessment audits in Brussels (EPIQR) and coordinate with the two other sites for a common approach to the multi-annual upgrading of Parliament’s premises.

BRUSSELS FACILITIES MANAGEMENT UNIT

Ensure the integrated facility management of Parliament’s premises in Brussels through the implementation of the Integrated Facility Management Strategy adopted by the Bureau at its meeting of 8 March 2021;

Continue to develop and co-implement specific measures in the field of the buildings management in order to increase energy savings and energy efficiency (in the framework of the so-called PLAGE cycles). Contribute to the DG INLO environmental masterplan for renovations of the Parliament site in Brussels;

Prepare technical specifications and implement new contracts while adopting innovative and more flexible approaches, paying particular attention to the social responsibilities of the contractors towards their employees;

Develop and implement tools to ensure that any new (or newly renovated) building meets the project requirements and maximises efficiency. Enlarge the scope of conditional maintenance and test machine learning and AI-based tools;

Ensure a smooth transition to the new legislative term by providing additional support during the election period and the arrival of new Members;

Develop and implement any measures that improve the match between clients’ needs and the services offered and/or increase the effectiveness of service providers (e.g. revision of KPIs, further strengthening of the CliQC team). Continue to transform the Buildings Help Desk into a more proactive service and put in place direct ticketing;

Further develop and enlarge the use of a planning tool for scheduling works and events with the aim of improving inter-DG communication and cooperation. Elaborate a concrete proposal for the lighting of building facades for events;

Improve the unit’s organisation and working procedures, and ensure that it continues to carry out its central function as the designated buildings manager;

Provide technical expertise and propose cost-efficient and pragmatic solutions to the administrative and political authorities; work with other Directorates-General to meet infrastructure-related needs.

BRUSSELS UPKEEP UNIT

Guarantee the continuity of the institution’s activities by modernising the buildings portfolio, upgrading the technical and safety installations and renovating Parliament’s premises in Brussels to reduce their environmental impact;

Study and execute the necessary works included in the local energy management plan (PLAGE) for Brussels as well as those related to EMAS targets, in close cooperation with the two other units in the Directorate;

Execute the works and technical adaptations needed to comply with environmental permits and audits, as well as energy and water saving measures, in close cooperation with the Masterplan and Energy Saving Task Force;

Implement the projects identified in the context of the Water Safety Group in order to guarantee high water quality standards and contain the legionella risk;

Implement solutions across all buildings in the field of accessibility to all (‘design for dignity’), on the basis of a multiannual plan and following accessibility audits;

Continue to modernise the centralised building management system (BMS) following the multiannual plan launched in 2018, in particular for the buildings BRANDT, ANTALL, MARTENS and the House of European History, and start with the modernisation of Members’ offices in the SPINELLI building;

Continue to modernise the fire detection and protection systems following the multi-annual plan launched in 2018, in particular in the TREVES I and ARENDT buildings;

Implement the first phase of a new wayfinding system in the SPINELLI building, including the fire safety and carpark signage;

Renovate and hand over the offices for the incoming Members in the SPINELLI building. Contribute to and execute the necessary works for the Welcome Village following the European elections in 2024;

Ensure follow-up of the buildings ageing assessment audits in Brussels (EPIQR) and coordinate with the two other sites for a common approach to the multi-annual upgrading of our premises.

BRUSSELS ENVIRONMENTAL AND SUSTAINABLE UPGRADE UNIT

Participate in the implementation of Parliament’s environmental and energy efficiency policy by planning, programming and carrying out environmental and sustainability upgrades to the buildings portfolio in Brussels, in accordance with the EU legislation on the energy performance of buildings (in Brussels, the so-called PLAGE regulation) over the coming decades (‘Fit-for-55’);

Optimise the design and implementation of renovation and construction projects, focusing on energy efficiency and environmental sustainability, while planning to enhance working conditions and improve the functions which are necessary for efficient administrative and parliamentary work, following the political authorities’ decisions;

Continue the development and implementation of environmental projects outlined in the EMAS action plan under the remit of the Directorate, diligently ensuring strict compliance with the standards and requirements of Parliament’s environmental policy;

Create and execute efficient, environmentally ambitious and accessible building projects that improve working conditions and allow all users to contribute actively to the role of the European Parliament;

Execute the necessary works and technical adaptations following future environmental audits (due diligence) and in compliance with energy saving measures, in close cooperation with the Brussels Facilities Management and Upkeep Units;

Prepare technical specifications and implement new contracts. Take new and innovative approaches in these procedures;

Optimise working methods in the new unit, making smart use of IT tools and networks, in order to enable it to meet its objectives. Cooperate with the other sites on such developments to ensure a harmonised approach and the sharing of best practices;

Carry out actions to start the SPAAK renovation project as a model to all other environmental and sustainable renovations of the Parliament’s buildings in Brussels;

Carry out the SPAAK renovation as the first of Parliament’s environmental renovation projects in Brussels, in line with the decisions taken by the Bureau at its meetings of 12 June 2023 and 11 December 2023, while maintaining the agreed budget and works schedule.
