COUNCIL DECISION (CFSP) 2019/2110
of 9 December 2019
on the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA)
Article 1
Mission
The Union hereby establishes a European Union CSDP civilian Advisory Mission in support of Security Sector Reform in the Central African Republic (EUAM RCA).
Article 2
Mandate
The strategic objectives of EUAM RCA shall be to:
support the build-up of rule-based governance and management capacities within the Ministry for Interior and Public Security of the Central African Republic, in the design, implementation, build-up and monitoring of all relevant planning categories;
support the sustainable transformation of the Central African Republic’s Internal Security Forces and their operational effective functioning and deployment;
assist in developing an integrated support to the Internal Security Forces of the Central African Republic through close coordination, ensuring unity of action and complementarity of efforts with the relevant actors;
establish a comprehensive situational picture through a dedicated Analytical Capacity, including in domains such as strategic communications and political-security developments;
support the strategic communication efforts to foster Union values, promote Union action and expose violations and abuses of human rights and international humanitarian law by foreign forces in the Central African Republic.

Status of EUAM RCA and of its staff
The status of EUAM RCA and its staff, including where appropriate the privileges, immunities and further guarantees necessary for the completion and smooth functioning of EUAM RCA, shall be the subject of an agreement concluded pursuant to Article 37 TEU and in accordance with the procedure laid down in Article 218 TFUE.

Watch‐Keeping Capability
The Watch‐Keeping Capability shall be activated for EUAM RCA.
Article 12
Legal arrangements
EUAM RCA shall have the capacity to procure services and supplies, to enter into contracts and administrative arrangements, to employ staff, to hold bank accounts, to acquire and dispose of assets and to discharge its liabilities, and to be a party to legal proceedings, as required in order to implement this Decision.

Financial arrangements
The financial reference amount intended to cover the expenditure related to EUAM RCA for the period from 9 August 2022 until 9 August 2024 shall be EUR 28 400 000,00 .

Project Cell
Subject to paragraph 3, EUAM RCA shall be authorised to seek recourse to financial contributions from the Member States or from third States to implement projects identified as supplementing in a consistent manner EUAM RCA’s other actions, if the project is:
provided for in the financial statement relating to this Decision; or
integrated during the mandate by means of an amendment to the financial statement requested by the Head of Mission.
EUAM RCA shall conclude an arrangement with the contributing States, covering in particular the specific procedures for dealing with any complaint from third parties concerning damage caused as a result of acts or omissions by EUAM RCA in the use of the funds provided by those States. Under no circumstances may the contributing States hold the Union or the HR liable for acts or omissions by EUAM RCA in the use of the funds provided by those States.

Entry into force and duration
This Decision shall enter into force on the day of its adoption.
It shall expire on 9 August 2024.
