imposing a definitive anti-dumping duty on imports of certain welded tubes and pipes of iron or non-alloy steel

originating in Belarus, the People's Republic of China and Russia following a proceeding pursuant to Article 5 of Regulation (EC) No 384/96,

Article 1

1.  
A definitive anti-dumping duty is hereby imposed on imports of welded tubes and pipes, of iron or non-alloy steel, of circular cross-section and of an external diameter not exceeding 168,3  mm, excluding line pipe of a kind used for oil or gas pipelines, casing and tubing of a kind used in drilling for oil or gas, precision tubes and tubes and pipes with attached fittings suitable for conducting gases or liquids for use in civil aircraft, falling within CN codes ex 7306 30 41 , ex 7306 30 49 , ex 7306 30 72 and ex 7306 30 77 (TARIC codes 7306304120 , 7306304920 , 7306307280 and 7306307780 ) and originating in Belarus, the People's Republic of China, Russia, Thailand and Ukraine.

The rate of the definitive antidumping duty applicable to the net free-at-Community-frontier price, before duty, for the products described in paragraph 1 and produced by the companies below shall be as follows:

Unless otherwise specified, the provisions in force concerning customs duties shall apply.

Article 2

The anti-dumping proceeding concerning imports of the product concerned originating in Bosnia and Herzegovina is hereby terminated

Article 3

The anti-dumping proceeding concerning imports of the product concerned originating in Turkey is hereby terminated

Article 4

This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

If its conclusions are similar to the safeguard measures imposed at the end of 2006 on pipes of larger diameter (a special duty of 8 % was introduced then), this would introduce a further structural difference as compared to the Community.
