Open data portals around Europe: Ukraine’s data.gov.ua advancing transparency and data literacy

Discover how Ukraine is striving to become a leader in the open data sector

Ukraine’s data.gov.ua is the country’s national open data portal, offering over 80,000 datasets across a variety of sectors, including economyhealth, and infrastructure. Developed by the Ministry of Digital Transformation, the platform provides free access to government data, supporting transparency and empowering citizens, researchers, and businesses to make data-driven decisions.

The most popular dataset on the platform relates to vehicles and their owners, reflecting the practical applications of open data. Additionally, the tag "harvesting" stands out with over 13,000 references, indicating significant interest in agricultural data, one of Ukraine’s key sectors. These examples showcase the broad reach and impact of the data available on the portal. Complementing the portal, Action.Open Data serves as Ukraine’s open data competence centre, offering courses on various topics to explore the world of open data. It also features a self-assessment test to help users identify areas for further development, strengthening the nation’s open data literacy.

Ukraine ranks as one of the highest-scoring countries for Open Data Maturity 2024, achieving an impressive 97% score and securing third place overall in Europe. This achievement reflects the country’s commitment to advancing digital governance and its alignment with EU data standards. By sharing datasets on platforms like data.europa.eu, Ukraine contributes to a broader European open data ecosystem, fostering cross-border collaboration and comparative analysis.

As Ukraine continues to embrace open data, it is setting an example for transparency, innovation, and digitalisation. With its extensive number of accessible datasets and commitment to modernising public services, the country is paving the way for a more data-driven future.
