A new era for healthcare data: Understanding the European health data space regulation
How the EHDS will transform access, sharing, and reuse of health data across the EU
What if your medical history could safely follow you wherever you go in Europe? Whether you are travelling, studying, or working abroad, accessing your health records quickly could make a crucial difference in your care. The European Health Data Space (EHDS) Regulation is designed to make this a reality, marking a major step towards a more connected and patient-centred healthcare system across the EU.
At its core, the EHDS introduces a common framework for the use and exchange of electronic health data between Member States. It strengthens individuals’ rights by giving them greater access to and control over their own health data, while also enabling secure data sharing across borders for healthcare delivery. At the same time, the regulation creates opportunities to reuse health data for research, innovation, and policymaking, supporting the development of better treatments and more efficient healthcare systems.
How does this work in practice? The EHDS clearly separates two types of data use. For primary use, health data is used to provide care, for example, allowing a doctor abroad to access your prescription or treatment history. For secondary use, selected health data can be reused, under strict conditions, for research, public health monitoring, or policymaking. This means that anonymised datasets can help identify disease patterns, improve healthcare planning, or support the development of new treatments, while remaining protected through secure access systems and strict rules on data use.
The regulation entered into force on 26 March 2025 and will be rolled out in stages, with key functionalities such as cross-border exchange of patient summaries and ePrescriptions expected to become operational across the EU by March 2029. As the system develops, it will rely on accessible and high-quality data to deliver impact. Understanding and using these datasets will be essential in supporting the data-driven healthcare ecosystem that the EHDS aims to create.
