Data without borders: discover the role of non-EU countries in European data initiatives

Exploring how Ukraine and Serbia contribute to Europe’s open data ecosystem

Want to learn more about the role of non-EU member states within the European open data ecosystem? Join us on 10 July, from 10:00 to 11:30 CEST, where we will host a webinar together with experts from Ukraine and Serbia to explore how non-EU countries actively contribute to European open data ecosystems. As open data plays an increasing role in transparency, innovation, and evidence-based policymaking, cross-border collaboration is becoming essential to strengthen Europe’s data landscape. 

The webinar will feature contributions from Yanina Liubyva, representing Ukraine’s Ministry of Digital Transformation, and Andreja Gluščević from Serbia’s Office for Information Technologies and e-Government. Through use cases from their countries, participants will learn how they promote data reuse, engage communities and align their strategies with European standards. The session will also highlight their collaboration with the European Data Portal, a central platform that provides access to open data from across Europe and beyond, supporting knowledge exchange and policy development. 

Open data is at the heart of digital transformation in Europe. Initiatives such as the Open Data Maturity (ODM) assessment monitor how countries improve access to and reuse of public sector information, evaluating progress across policy, portals, quality and impact. By participating in these initiatives, countries like Ukraine and Serbia strengthen their ecosystems while contributing to a broader European framework that encourages comparability and shared learning.
