Europe’s public procurement data space: unlocking transparency and better spending

A new single access point for procurement data across Europe

Public procurement accounts for significant public spending in the EU, yet the data behind these processes has long been fragmented and difficult to access. The EU’s Public Procurement Data Space (PPDS) was created to change this by offering a single, EU-level, entry point to procurement-related information which helps policymakers, public buyers, and businesses access comparable, high-quality data in one place. This new service supports a more competitive, fair and transparent internal market by making procurement activities easier to analyse and understand. 

The PPDS consolidates procurement information originating from national and EU systems, addressing the long-standing challenge that only about 20% of calls for tenders were previously accessible in a single location. By harmonising data formats and enabling access to notices, contracts, and procurement performance, the data space improves data quality and availability. It also integrated advanced analytics tools and supports the introduction of structured eForms, which help public buyers report procurement data more consistently. 

As part of the wider European strategy for data, the PPDS sits within the Common European Data Spaces and contributes to making public procurement data more accessible, reusable, and interoperable. By centralising information from various national portals, the data space helps unlock the value of procurement data for governments, SMEs, and researchers. 

Public administrations and other institutions are encouraged to explore the Public Procurement Data Space and leverage its tools to improve procurement planning, boost transparency and strengthen digital transformation.
