The 2023 Open Data Maturity Report has been released! 

Explore advancements and challenges shaping the open data landscape in Europe

The ninth annual report measuring the level of open data maturity across Europe is published. The 2023 Open Data Maturity (ODM) Report records the progress achieved by EU Member States as they push forward open data publication and reuse, as well as the different priorities set to enable this. 

The year’s report is based on a self-assessment survey that was completed by 35 countries. While remaining an EU-focused exercise, in fact, the ODM 2023 includes not only the 27 EU Member States, but also 3 European Free Trade Association (EFTA) countries (Norway, Switzerland, Iceland) and 5 candidate countries (Albania, Bosnia and Herzegovina, Montenegro, Serbia, Ukraine). 

The assessment focuses on four indicators:  

  • Policy – looking at countries' open data policies and strategies;  

  • Impact – monitoring open data reuse and its impact;  

  • Portal – assessing national portal features that enhance accessibility and support interaction within the open data community; 

  • Quality – focusing on mechanisms that ensure the quality of (meta)data. 

Based on these dimensions, countries are scored and clustered into four different groups, from the most to the least mature: trend-setters, fast-trackers, followers, and beginners. This is specially to encourage further development and facilitate the provision of recommendations targeting each of these groups of countries. 

This year, EU-27 Member States have raised their average open data maturity from 79% in 2022 to 83%, with standout performances from Slovakia and Latvia. Among the EFTA countries, Iceland has marked the steepest progress, while among the candidate countries, the most significant year-on-year increase in overall score has been achieved by Montenegro.
