Legal obligation to ensure that sanctions and measures are imposed by a court or if imposed by another legally recognised authority they are subject to prompt judicial review.
Existence of mechanisms to ensure that sanctions are subject to judicial review;
Legal obligation to make any form of deprivation of liberty of children a measure of last resort and for the shortest appropriate period of time;
