From shaping open data policies to improving portals, data quality and impact, the ODM assessment provides a Europe‑wide overview of how countries are advancing in making public sector information more accessible, reusable and impactful. In this session, we will make the ODM 2025 results more accessible by explaining how open data maturity is assessed, what the latest findings reveal, and how countries can learn from one another to strengthen their open data ecosystems across the four dimensions of the assessment: policy, portal, data quality and impact.
During the webinar, Arman Behrooz, co-author of the report, will open the session with an introduction to the Open Data Maturity assessment, guiding participants through the methodology, the four dimensions of the assessment - policy, portal, data quality and impact - and main findings of the 2025 report. Building on this overview, Alicia Nieto Ramos, working at the Spanish Ministry for Digital Transformation and the Civil Service, will share Spain’s experience with the Iniciativa Aporta, explaining how national strategy, a strong open data portal and a focus on impact have strengthened Spain’s open data maturity. Thanh Ha Le from the Interministerial Directorate for Digital Affairs at data.gouv.fr will then highlight insights from France, focusing on practical approaches to increase open data impact and reuse.
