Albania opens up: Exploring the national open data portal

What the country’s platform shows about making public data easier to use

Albania has launched an upgraded national open data portal, bringing together public sector data in one place to make it easier to find, reuse, and compare information. The portal is part of Albania’s commitments under the Open Government Partnerships which aims to support transparency, accountability, and data-driven decision-making across local government and society.

The portal covers a wide range of topics, including public finance, health, education, environment, and business statistics. Datasets can be browsed by theme or institution and downloaded in machine-readable formats, including CSV and XML. A more advanced feature is support for SPARQL queries, which allows experienced users to run precise searches across big datasets. The portal also follows the European DCAT-AP metadata standard, helping to improve data quality and allowing for easier linking with other national and European portals.

Albania’s approach offers useful lessons for others working on open data. Clear metadata standards and regular updates on views and downloads all help users understand what data exists and how it is being used. Aligning the portal with European standards also supports cross-border reuse and comparison, which is especially valuable for researchers, journalists, and general users.

For open data practitioners, the Albanian portal shows that usability and quality matter as much as volume. Investing in search tools, consistent formats and clear descriptions can make public data more meaningful in practice. Exploring portals like Albania’s open data portal can therefore inspire improvements elsewhere and encourage more people to turn open data into insight and impact.
