The webinar builds on the Open Data Maturity report 2025, published on 18 December 2025, which assesses how 36 European countries support the availability and reuse of public sector information. The report looks at four key areas: policy, portals, data quality, and impact. Together, these dimensions help countries understand where they stand, how they have progressed over time, and which practical steps can further improve their open data efforts. During the session, participants will also receive a clear introduction to the ODM methodology and main results.
Arman Behrooz, co-writer of the report, will introduce the 2025 ODM findings and explain how the assessment supports countries in strengthening their open data strategies. The session will then focus on concrete national experiences. Alicia Nieto Ramos, working at the Spanish Ministry for Digital Transformation and the Civil Service, will present best practices from Spain, highlighting recent improvements in areas such as open data policy, portal development, data quality, and impact measurement. This will be followed by a presentation from Thanh Ha Le, who will share lessons learned from France, including how coordinated governance and user-focused data publishing can increase the reuse and societal value of open data. This will be followed by a Q&A session, where you will have the opportunity to ask your questions directly to representatives from the two countries.
