Medium-term budgetary frameworks (MTBFs) are defined as those fiscal arrangements that allow government to extend the horizon for fiscal policy making beyond the annual budgetary calendar. MTBFs usually cover the preparation, execution, and monitoring of multiannual budget plans and contain both expenditure and revenue projections as well as the resulting budget balances.
The Commission services have surveyed the existing medium-term budgetary frameworks and current budgetary procedures across EU Member States via several rounds of questionnaires (2006, 2008 up to 2017). The information collected on budgetary procedures, medium-term frameworks and Stability and Convergence Programmes covers issues of preparation, status, implementation, and connectedness with the budget (including supplementary and corrective budgets).
Using the above-mentioned survey information, DG ECFIN (Directorate General for Economic and Financial Affairs) has constructed an index on the quality of medium-term budgetary frameworks that is annually updated.
