Description

What can data.europa.eu offer to your organisation? What are the benefits of using its services and making data open? How to start publishing open data so citizens can use it?  

This training package is designed to help data providers to open up their data and to make it available via data.europa.eu. This set of webinars is divided into several parts, going from the basics of open data, through essential technical, legal and practical information, to inspirational use cases. 

Description

Opening data for reuse has major benefits for citizens, businesses, and society. It allows the creation of new businesses, and promotes transparency and accountability of the public institutions, among many others.  At the same time, publishing open data requires setting up an organisational process, starting from identifying the data assets, analysing and curating the content, and finally publishing them online. 

Data providers play an essential role in the process. Data providers are representatives from public sector bodies (national, supranational, local and regional portals) that give access and distribute their data to the public. Often data publishers have the intention to publish their data, but they lack the technical, legal and organisational expertise to do so.  

To fill this gap, data.europa academy offers a training package of 6 modules, designed to accompany data providers throughout the data publishing process:

Webinar 1: ´Data.europa.eu - The official portal for European data`

Data.europa.eu is the central point of access to over 1 million datasets from 6 EU institutions, 79 agencies and bodies, 36 countries and other international organisations. As central point of access, it is your gateway to public sector information to different open data portals from EU institutions, agencies and bodies, national and international organisations around the world. This consolidation facilitated data-sharing across different public sectors, bringing its benefits closer to different sectors of our society. 

This webinar presented the milestones of the open data services and ongoing projects for your interest, from the learning path of the academy to international events such as EU Datathon, the open data competition. 

The webinar took place online on Friday 16 September 2022 at 10.00-11.30 CET.

Webinar 2: ´Understanding open data: technical openness´

The webinar took place online on Friday 21 October 2022 at 10.00 - 11.30 CET.

Open data needs to be technically and legally open, and ideally available in bulk in a machine-readable format. This means that published data should be available in electronic file formats or as API that are machine-readable and non-proprietary, so anyone can access and use the data using common, freely available software tools. It should also be available and accessible on a public server, without passwords or firewall restrictions. 

For this purpose, data providers should answer the following questions.  

  • In what format is the data available or may be made available? 

  • What is the quality of the data? 

To ensure technical openness, this webinar guided data providers through this principle and the data management process in order to move from closed formats to open formats of your data. An open format is where specifications of the software are available to anyone, free of charge, so they can use these specifications in their own software without any limitations on reuse imposed by intellectual property rights. 

This webinar focused on data providers interested in improving the quality of the data, opening-up their data and make it available in the best format for reuse. It distinguished between the different formats and degrees of openness, by inviting data providers publishers in data.europa.eu who moved towards technical openness.

Webinar 3: ´Understanding open data: legal openness’

Open data needs to be technically and legally open, and ideally available in bulk in a machine-readable non-proprietary format so anyone can access and use the data using common, freely available software tools. It should also be available and accessible on a public server, without passwords or firewall restrictions. 

Data providers need to take decisions regarding the legal openness of their data when making it available to the public. This webinar aimed to explain and discuss what openness entails from a legal perspective, and how it can be achieved optimally. The goal was not to provide purely theoretical legal training, but also to identify best practices and resources that data providers can use to achieve openness and to realise when openness cannot be achieved.  

The webinar took place online on Friday 18 November 2022 at 10.00-11.30 CET.

This webinar will focus on how to publish data manually publishing on data.europa.eu and present the new data providers’ interface available for you on data.europa.eu

Webinar 5: ´From theory to action: automatic data publishing`

What does automatic data publishing mean? What are the benefits and how to get started? 

This webinar will focus on automatic publishing of data on data.europa.eu and address the needs of data providers publishing on behalf of their organisations.

The webinar will take place online on Friday 20 January 2023 at 10.00-11.30 CET.
