Open data portals around Europe: Lithuania builds a central hub for accessibility, participation, and insight

Lithuania’s national open data portal, data.gov.lt, serves as a user-friendly access point to more than 2 600 datasets shared by over 500 organisations. With content covering areas such as energy, environment, law enforcement, and international relations, the portal helps a wide range of users—from students and researchers to journalists and public administrators—navigate Lithuania’s data landscape with confidence and clarity. 

The portal’s clean, structured design makes it easy to discover relevant information, with thematic categories, advanced filtering options, and curated highlights such as the most visited or recently updated datasets. A standout feature is the ability to request or suggest datasets, allowing citizens to help shape the open data offering in line with real user needs. Tools such as dataset ratings and quality indicators also encourage transparency and continuous improvement, while a dedicated SPARQL endpoint enables more advanced, semantic queries of the national catalogue. 

Beyond access, data.gov.lt supports meaningful open data reuse by offering helpful resources for data providers and developers. From technical guidance and educational materials to an API and documentation, the portal offers the tools and support needed to publish, understand, and work with open data. Real-world use cases demonstrate how data is being applied in areas ranging from public policy to digital innovation—making abstract datasets tangible and relevant. 

This user-first approach contributed to Lithuania’s strong showing in the Open Data Maturity Report 2024, where it ranked 7th in the ‘portal’ dimension among the participating EU Member States. By combining accessibility, engagement, and technical excellence, data.gov.lt continues to strengthen Lithuania’s open data ecosystem and invites everyone to make the most of the country’s public information.
