Digital decade policy programme: Steering Europe’s digital future towards 2030

How the EU’s shared digital strategy sets targets, tracks progress, and relies on data to deliver impact

What would it take for every person in Europe to benefit from digital life, safely and fairly? The EU’s Digital Decade policy programme 2030 sets out a common roadmap for Europe’s digital transformation, with shared objectives and a cooperation mechanism between the European Commission and Member States. It is designed to capture the opportunities of going digital, like better online public services, while tackling challenges such as the digital divide, cybersecurity risks and disinformation.  

The programme focuses on four areas that shape everyday life: a digitally skilled population, secure and sustainable digital infrastructure, the digital transformation of businesses, and the digitalisation of public services. In practice, this means boosting digital skills, improving connectivity, helping organisations adopt digital technologies, and expanding services such as eHealth and eGovernment so people can access support more easily online and across borders.  

So where does open data come in? The programme’s progress is tracked using key performance indicators and annual reporting, which relies on comparable, shareable information across countries. When public data about connectivity, digital skills or service performance is openly available, it becomes easier to understand what is working, spot gaps, and design better policies. Open data also allows researchers, journalists and businesses to turn public information into insights, tools and services that support Europe’s digital goals.
