EuropeScope: Making European decision-making more transparent

A free platform transforms official European Union legislative data into accessible insights for all

EuropeScope is an independent platform that helps people understand how decisions are made in the European Union. Built entirely on official open data from the European Parliament Open Data Portal and the Council of the European Union public voting register, the platform turns complex legislative information into explainable and auditable intelligence. It provides a comprehensive view of EU lawmaking, covering parliamentary votes, Member of the European Parliament (MEP) activities, committees, national delegations and Council voting records. 

The platform analyses thousands of roll call votes, representing millions of individual voting positions, and offers detailed breakdowns by political group and country. Users can explore profiles for all MEPs, including attendance, voting behaviour, authored reports, and parliamentary questions, the number of rebel votes cast against their own political group, and the number of plenary speeches they have delivered, each linked to the official record. EuropeScope also highlights collaboration patterns through co-signature networks that show how MEPs and European political groups work together across party lines  and enables side-by-side comparisons between individual MEPs.Beyond individual profiles, the platform reveals how the Parliament votes by policy topic, how each national delegation votes as a bloc, and where national delegations were internally divided rather than voting as one. It also provides visual representations of the parliamentary committees and the European political groups, making the structure of the Parliament easy to grasp at a glance. Its value was recently demonstrated during high-profile ‘chat control’ vote, when the platform showed how every MEP voted within hours of the result.

EuropeScope also offers a dedicated dashboard for every member state. For each country, users can see how its national parties vote, compare the highest- and lowest-attendance MEPs, examine how the delegation aligns with or diverges from the wider European Parliament, and explore which topics most divide its representatives. This country-level view turns a continent-wide dataset into something immediately relevant to a national audience.

Open data is at the heart of EuropeScope. By processing and structuring European Parliament and Council datasets, the platform makes European decision-making easier to understand and verify. Wherever possible, users are linked directly to the original institutional records, helping to ensure transparency and trust. In addition, EuropeScope published its methodology and provides a public application programming interface, allowing journalists, researchers, and civic organisations to verify findings and build upon the data themselves.
