A blueprint for seamless digital public services across the EU

Interoperability is the backbone of Europe’s digital transformation. It enables public administrations, businesses, and citizens to interact seamlessly across borders and sectors. At the heart of this effort lies the European Interoperability Reference Architecture (EIRA), a blueprint which is designed to guide the creation of interoperable digital public services.

The EIRA is a reference architecture developed under the ISA programme and is now maintained by the Digital Europe Programme. This provides a common terminology for architects and developers to use, as well as a set of Architecture Building Blocks (ABB) which align with the European Interoperability Framework (EIF). The EIRA was created to help guide public administrations in producing interoperable European Digital Public Services for businesses and citizens across Europe. The newest release, known as EIRA v6.1.0, introduces improved views, updated ABB documentation, and enhanced alignment with the latest EIF.

Interoperability architecture solutions like EIRA go beyond technical alignment, also enabling open data ecosystems. By providing standardised building blocks and semantic models, EIRA ensures that data published by public administrations is discoverable, reusable, and interoperable across borders. This synergy helps support the European Data Portal to help fuel innovation and transparency using open data.
